A Best-in-Class (BIC), government-wide acquisition contract (GWAC), STARS III has a $50 billion ceiling over up to eight years. This second wave of awardees adds over 500 small businesses to the pool of vendors. The vehicle is designed to increase agency access to emerging technology via small businesses.

The STARS III GWAC saves time and money by reducing procurement lead time. Federal agencies may sole-source task orders up to the 8(a) competitive threshold. It is a pre-competed, easy-to-use contract with streamlined ordering procedures based on FAR 16.505. Under the GWAC there are no protests on orders under $10 million, except on the grounds that the order increases the scope, period or maximum value of the GWAC.

The EDIM is a Blanket Purchase Agreement (BPA) with a ceiling value of $96 million over a five-year period. Six companies were awarded a spot on this contract vehicle. Under the vehicle, selected companies will integrate specialized IT services and products for EDIM. Awardees will utilize established and emerging data management and warehousing best practices. These include data warehousing, business intelligence, big-data analytics, content management, artificial intelligence (AI), machine learning (ML) and robotics process automation.
