The General Services Administration’s (GSA’s) Federal Acquisition Service (FAS) provides Federal agencies with a wide variety of information technology and professional service solutions. This level of support includes, but is not limited to, assisting agencies with the definition of technical requirements, engineering solutions, integration of systems and technologies, and providing life-cycle management for their IT systems.

As part of the value proposition, Assisted Acquisition Services (AAS ) ensures compliance in acquisition, project, financial management, funds expenditure reporting, contract performance management and; acquisition guidance and FAR compliance. In support of this mission, the FAS OCIO manages the Regional Business Application (RBA) and National Business Application (NBA), which use a variety of automated subsystems and modules to support GSA’s financial management and acquisition activities.

The Government requires the contractor to perform IT operations and maintenance services and provide program and applications management for the NBA and RBA to ensure that current and future supported FAS portfolio business, acquisition, and financial goals are met.

Key Challenge

Karsun is providing a comprehensive support on the Operations & Maintenance, and Development, Modifications & Enhancements for AAS Business Systems: RBA and NBA. The RBA consists of the IT-Solutions Shop (ITSS), Integrated Task Order Management System (ITOMS), and GWAC Management Module (GWMM). The NBA includes Tracking and Ordering System (TOS), and Online Management Information System (OMIS). In this context, Karsun is engaged to deliver on the following activities:

  • Enterprise Architecture Support
  • Middleware & Infrastructure Optimization support to improve scalability, availability & performance
  • Data Architecture support to standardize data across AAS using Enterprise Information Modeling
  • Single Sign-on (SSO) architecture including PIV card and desktop SSO

Solution

Karsun’s support in O&M and DME activities for AAS Business Systems is facilitating a gradual institutionalization of architecture as a mainstream discipline. This enables the development of effective, scalable, reliable IT systems and solutions resulting in overall operational improvement for FAS. Karsun’s supports data architecture by promoting the establishment of the Enterprise Information Model.  This serves as the basis for efficient data sharing and is the enabler for a comprehensive business intelligence strategy for FAS. Enterprise Information Modeling reduces the complexity of application consolidation and increases reuse of IT capabilities (especially services) across the enterprise.
